ANY prepaid GSM service provider in the USA will give you a SIM to put in that phone, they just might not be able to give you settings for wap and text messaging if they don't already sell a razr.

In the U.S. there are t-mobile and cingular with a few smaller ones popping up here and there but those 2 are the biggest.
