Brand new phone. Won't turn on, light comes on and off repeatedly when trying to charge?

It is supposedly a new phone and battery, bought on Ebay. What is your opinion about buying phones on Ebay?

First, don't buy phones on ebay. Second, try to stay away from Motorola phones, especially the KRZR. I had that phone and went through 5 batteries and 2 phones in 20 months. When I got my new phone, the tech at Verizon told me what a piece of junk the KRZR is. He doesn't think much about any Motorola phone.
