Motorola Theory: How to remove GPS lock.

Hello,
I just purchased this phone from BoostMobile in hopes of turning it into a tracking device using InstaMapper (Java app) but quickly found that it will not install because the application requires
"location" permission which is locked.
Looks like GPS is locked to be used only by E911 and TeleNav for $$.
Has anyone found a way to unlock the GPS functionality?

I'm sure this is one of the 'budget' features of the phone.

Unfortunately without some software modification and some specialty tools to flash the phone, it probably can't be done.
