Regardless of whether it's a cell or land line, the old "all circuits busy" message occurs when more calls are being placed than what the switchboard equipment can handle at a given time. It could have been a landline problem on your end with the local phone company, or the cell tower on the receiving end of the call could have had too many calls going through. This used to happen ALL THE TIME in Atlanta before they came up with their metro 404 area code to split them off from the outerlying areas.

To answer your question, no, I do not believe the phone rang or displayed any caller info because the call did not complete the connection. The 4 rings you heard are normal for this "all circuits busy" message because the connection was attempted but ultimately did not go through.

Hi everyone,

I had to call an interviewer's cell phone the other day. It rang 4 times then immediately went to an automated message saying "We're sorry, all circuits are currently busy......203".

Were the 4 rings that went through actually to their phone, did my call show up on their cell's incoming calls list? Or did the all circuits busy mean that just the voicemail couldn't be used, but the call still went through?
