GSM and iDEN use SIM cards for their respective technologies.

Any phone, even unactivated, will allow 911 calls. FCC mandate.

You can reflash the tracfone phone. It would then work with any other GSM SIM on a compatable GSM network. But the Tracfone SIM would no longer work in the Tracfone phone. Nothing you can do about using a tracfone SIM in a RAZR until Tracfone comes out with a Tracfone RAZR (highly unlikely).
actually the sim will work in a tracfone that is reflashed until tracfone finds out you are stealing min(billing on phone, sim only works with certain imei)

Anyhow, I have a tracfone and an unlocked razr v3. The tracfone sim does not work in the razr--it will not acquire a network and only allows emergency calls.

I guess thats the firmware discussed above. Is there any way to hack the firmware?

    Thanks!

No. Tracfone uses special frimware that only allows tracfone SIMs to be used in tracfone phones. Non-tracfone SIMs wont work in a tracfone phone. And tracfone SIMs wont work in a non-tracfone phone. This is in the firmware and cannot be unlocked. All you can do is reflash a tracfone phone. But the tracfone SIM would still be useless without a tracfone phone.

In other words, no, a tmobile SIM wont work in a tracfone.

BTW. Tracfone is GSM, CDMA, and even in the past TDMA. It all depends on the area you sign up in, and what type of phone you buy. If you get a GSM tracfone it will roam for free. If you get a CDMA tracfone then roaming outside of the local coverage area will roam at 2x the local rate.

I don't think Tracfone is GSM. It will need to be GSM in order to be used with T-Mobile.
