    It is very easy to export iPhone contacts to iPad using user friendly tool. iPhone file transfer is such a wonderful application which perform this tasks in few clicks. You only have to perform some steps to iPhone toolkit. Few months ago I was in the same condition and was unable to copy iPhone data to iPad. I perform the interactive steps of the software and transfer iPhone contacts, music files, videos and all other files of iPhone easily. If you are in the same case then you can try this also.

    Moreover, i share you a page of iPhone/iPad/iPod Transfer Backup Reviews. It includes the transferring of music, photos, videos, SMS, Contact ect. between iPod/iPhone/iPad and computer(PC or Mac).
    Hopefully this works for you.
    It uses bluetooth to transfer stuff, you can tell it to transfer all contacts
