I had a 3G which I was very satisfied. Today I switched on the 4S. it has some more features like Siri. It can be very useful, it's not quite developed, but it is already not bad.

Sorry you are having issues, I noticed even Google Voice is only supported in the United States.

I'm giving up on this iPhone...... I've been trying to get this working up here in Canada and it just wont do simple things. I'm going Android.

Siri is in the testing stages for Chinese, Japanese and Russian language support.
Look for the roll out in March 2012.

iPhone 4s barely works in Canada, so I doubt it will well in Russian. But you can try! Call Apple and find out from them, cause i bought mine for use in Canada and Siri is crap here in Canada. I did an iPhone Restore and still nothing.
