    Simply returning a phone does not cancel service. One has to explicitly cancel service. One does not have to use any service to receive a monthly bill for the monthly recurring charges.

The AT&T World Connect features costs $5.99 and offers discounts on roaming rates in selected countries. All features added to an account remain there until removed.     If you could calmly call them, and ask to speak with the supervisor, they might be able to help you out. They'll be able to see that there was no usage after you came back.
