The provider you roamed on has 30 days to report roaming charges after that they can't charge you roaming. So if it you roamed on your last day of your billing cycle in April it won't appear on that cycle and lets say it took the full 30 days to arrive at your wireless providers office and another day to process so it would not be on your May billing cycle, but on the June billing cycle. This is very very rare today. Roaming charges usally will appear within 10 days in most cases.

Ok, I also heard from a customer service rep that it could take up to 90 days to process calls from out of state towers. So if leave Illinois and go to Texas, the Texas sites may not show on my bill for 2-3 months. Good thing there's rollover!!

Sometimes two providers will share towers or rent off of one another. T-Mobile can't rent towers in the Carolinas since they have licenses only for a very small part of those states. So T-mobile has a roaming aggrement to usee Cingular's network in the Carolinas to make and recieve calls. Same with Iowa Wireless in the northeast part of Iowa and rural Westwestern states with Western Wireless.

Your source is correct. When driving to Fla from NY my TMobile phone shows it's using Cingular towers when I'm in parts of N Carolina and S Carolina. There are no extra charges..

Tower sharing does happen between providers. Verizon only teams up with another provider in a all else situation.
There are tower rental companies like American Tower Crown Castle SBA Towers Spectrasite. Nearly every provider that has more than 1 million or more customers use tower rental companies for building a wireless network.

GSM providers will only let you roam on a provider with a roaming agreement in the US. As far as I know none have pay roam. Alot of the coverage in rural part of Western US is Western Wireless for example.
Western Wireless started Western PCS then became Voice Stream then sold to T-Mobile.
