Well I bought a cell phone from exotic phone couple of months ago and the same problem occurred with me as well. I called them and send the phone back to them & later they sent me a new one or maybe they just unlocked the previous one and sent it back to me, not quite sure about that! But anyways, who cares? the phone works totally fine now. So my suggestion to you is, just call them & ask whats going on, im sure they have a return policy, right?

It depends if the phone or the sim card is locked. If the phone is locked then you need to ask the person you got it from, but if its the card you have to contact the service provider.

you could always invest in a terminator dongle, and just reset all phone codes...

you can Sim Unlock your phone and read the usercode at the same time by using a DSC-11 data cable and a TMS credit. OR if you have the DSS sync station that goes with the phone then you can use that with TMS as well.
