Which one is better, to charge your phone while it is turned off or while it is turned on?

Re: Charging the battery
I think it's better to charge your phone while it is turned off so that your phone could have time to really "recharge" and "rest" as it does so.

Re: Charging the battery
All the batteries including Li-ion battery have a maximum number of charging and discharging cycle times. When you charge with your cell phone on. It keeps draining charges out of the battery. The charger will detect the phone not in max capacity and hence charge again. This will shorten the battery's life in result.
There is a sticky here.

aren`t batterys smart anough already so you don`t have to go through all these ceremonys to charge and uncharge and turn it off and dance the batterydance etc.
i myself never have done these and it always makes me laugh when people panic when i randomly charge my phone.

Re: Charging the battery
To charge your phone while it is turned off, then it can charge properly. As a result your battery's life time will not decrease.
