Is this some kind of cable that you plug into a PC and a phone, which enables the transfer of a MIDI file as a polyphonic ringtone?

There are loads of different ways dependant on your phone... either by...
1 - Cable (to a com or usb port)
2 - Infrared (you can buy adapters that plug into your usb)
3 - bluetooth (same thing with buying an adaptor for usb)
If your nokia came with a cd... there'd be software on it to convert the midi files down, if not... you can download it from the nokia site - http://www.nokia.com

If you're phone supports Bluetooth, go for a Bluetooth connection for your pc (and phone). If not, go for the IrDA converter and use the IR port of your phone.
The cable + usb is good, but you can only use it for your phone, while Bluetooth and IrDA can be used for more purposes. And they all work.

or you could host it on something like tagtag and then got on their wap site and enter the code and download it like that.
