GD 87 Locked or blocked

I purchased a Gd87 from Ebay it was claimed to be unlocked to any network on switching on the display comes up PANASONIC defaults to what looks like the O2 bubble type wall paper, displays a symbol like a 4 way sign post next to that the signal strength and next to that the battery condition the next line down says searching and at the bottom left of the screen there is the symbol for the viberation and what appears to be a box with a yellow padlock and a phone in it after it has finished searching it comes up with the service providers signal in my case vodafone the other sim I tried was orange this too was displayed, all the symbols remain displayed none of the keys function although any key depressed will bring the back light up. Can any one tell me if this phone is locked, blocked and if it is blocked how do I find the original service provider to get it un blocked basicly how can I return this phone to service?
