Panasonic GD87 SIM blocked.

hi.
I bought this phone from Yard sell ,its Panasonic GD87...now when I turn it on its says SIM blocked.
It has a sim card which blongs to ATT...I tried to unblock it ,
but it says SIM Blocked.
I tried to use another sim card but it give this msg...insert a correct sim card.

So can anyone help ?
