It's not the PIN of your phone that you have locked, it's the PIN on your
SIM card, that's currently in your phone that is locked. It becomes locked
after three unsuccessful PIN code entries in a row normally. You unlock it
by using the PUK code (8-10 digits, I think) which was written on the same
little piece of paper that came with the SIM as the original PIN code of
your SIM card was. In case you have lost that piece of paper, you may
contact your operator (cingular) or an operator representative in a mobile
phone shop in order to retreive the PUK code. You may need to identify
yourself and prove that you are the owner of that particular SIM card. Note
that if you enter the PUK code incorrectly three times in a row, the SIM
card will be locked forever and cannot be unlocked.

PIN = Personal Identity Number (identifies you as the rightfull user of a
    SIM card).
PUK = Personal Unblocking Key (Unblocks a blocked PIN).
