Any one know how to convert a WMA to a QCIF ?

I just want to put a video on my Nokia 6230 mobile phone...

im not sure what QCIF is, i just had to look it up (it appears
to be a video conferencing video format?), but my 6230
played 3GP files. google for "wma to 3gp"

btw you're probably already aware, but the media player on the 6230
cant rewind, fast forward, restart where you left off, and it stops
if you receive a call and you have to start the video over.

QCIF is a video resolution.
CIF is 352 x 288 and QCIF is 176 x 144 pixels.
