Actually the only thing you need is itunes to make your custom ringtones...

Great info... And as one person posted GarageBand can make some good custom ringtones.

The only way to get ring tones for free is use itunes to put it on phone. The only way to do it wirelessly is to actually buy the ringtone from the itunes store on the iphone.
