Unless you turn off the phone, iPhones will roam on any network which has a roaming agreement with your domestic carrier and has the requisite mobile bands. An iPhone will roam in Mexico using 850 MHz GSM, 1900 MHz GSM, 850 MHz 3G and 1900 MHz 3G. One can turn off international data roaming in the settings but there is no specific way to turn off voice roaming except by putting the phone in Airplane Mode or turning off the phone completely.

That is not what I said. If you have an AT&T Mobility SIM card in the phone it will roam in Mexico unless you do something to stop it. If you are asking whether an iPhone from AT&T Mobilty will work with a SIM card from a Mexican carrier, the phone has to be unlocked before it will accept that SIM card. Your original question was not clear.. A better question would be " Can I use my AT&T Mobility iPhone with a Mexican SIM card?" if that is what you mean. You should ask " Will my AT&T Mobility iPhone roam on Mexican networks?" if you mean that.
