Lost phone, can you program new one?

I lost my cell and I want to program a new one so that it works on Bell. Is this possible, any software out there to do this? A tutorial would even be better. Can I use a sim card reader/programmer etc. Any links would be appreciated

Bell does not use SIM cards. In order to get a phone programmed on your phone number, you would need to go into a Bell Mobility retailer and ask them to put that phone on your account. If it's possible (depends on what phone you're trying to use), they will do it for you.
