programming web settings for blackberry 7100

I just bought an unlocked Blackberry 7100 and I'm trying to figure out how to get the web settings programmed. I'm a complete novice at this and I have no idea what to do.

It's a refurbished phone that was originally a T-mobile phone and I've got my Cingular Sim card in and the phone works. But it reads "data connection refused" at the top of the main screen. Can anyone help?
