Using SIM Card w/ BlackBerry 9630(VZ)tour Question

I have a VZ BlackBerry 9630 Tour. I purchased an unlock code because I will be traveling to belize on 11/12. The instructions ask me "to insert any sim card" first.. I do not have the sim card currently and will be purchasing it in Belize city when I arrive. My question is do I have to unlock the phone prior to getting to belize? Or can I unlock the phone when I arrive in Belize city after I purchase the SIm card. My assumption is I do not need to be on the verizon network when I unlock?
