In my experience the best way to get your own ringtones is it use the program "Audigy" and record your own short .mp3 clips of a song or something.
Most phone services require a minimum of seconds to be able to be used as a ringtone.
For example I think At&t requires each clip to be 17 seconds long or somethhing to be recognized as a ring tone..

Thanks for the recommendation camstuf,
I am the creator of brinked. I have put a lot of effort into making it the best possible, clutter free ringtone site on the net. My site does allow you to make ringtones from any audio file on your PC or any youtube video with the online flash ringtone maker application.
I tried to make the site as easy to use as possible, all ringtones that you make or premade ones already on the site are available in mp3, wav, ogg and m4r (iphone) format. You need to be a member to download, but it literally takes less than 30 seconds to register.
If anyone has any problems using brinked.com, or any suggestions to make it better/easier, let me know and I will do everything I can to help you.
keep in mind the "send to phone" button is a 3rd party affiliate and might charge you...brinked.com only offers free downloads of the songs right now.

I bet TPB has a lot of ringtones you can find. just transfer through your cable after DLing.

most phones now play mp3's, you could make your own ringtones.
the method i use is editing the file in movie maker, and exporting at a low quality. the size is usually right at that point. quality isn't really an issue when doing this, IMO.
I've made several this way.
If you don't want to do that, you can go to tonzr.com, they have a large selection of searchable tones. also, you can have sent directly to your phone (no pin) or download to your computer

Hi, you can download free good ringtones to your computer at ddnmobile.com. It really work’s and I even downloaded many favorite ringtones from DDNmobile.com. It has various free ringtones for computers, mobiles, etc.
