i just got the galaxy s3 and i love it but i am having a issue with the wifi. I turned it off in the settings but it seems to
randomly turn itself on anyone know why ?

It might be set to connect to wifi whenever 3G or 4G is unavailable, that's exactly what I have mine set to do so I always have single somehow

If you're still having this problem, before you do anything, hold the Home key down for a few seconds which will bring up all your opened apps. Shut them all down and then continue on from there!

There is a company called DeviceScape that can allow carriers to turn on WiFi if it is off, and automatically connect the phone to WiFi networks. I'm not sure if your phone or carrier has them enabled, but it is possible for the carriers to do that.
