I was browsing on the app store when I found the S4 Animated Wallpaper and installed it on my Note II. It works pretty good, and it doesn't consume too much battery. It also scrolls when you move in between pages of your apps. In addition, there are Water and Light modes to choose from. In water, it shows this ripple effect when you scroll, while in light, it uses light bubble effect. There's also an option to add particles, how much you want to show, and how fast they go! Another good thing about it is it's free! You just have to bear with the ads and the pop up to try other apps when you go into settings to change things up, other than that, this app is really nice!

The Samsung Galaxy S 4's screen size is different from the Samsung Galaxy Note II, correct? Does the wallpaper look decent even though it is made for a different screen? Does it still have a "high definition" look to it or is it stretched out?

Yes, the screen size is different but the wallpaper doesn't look stretched out at all. It still has the HD look, and actually better than some of the animated wallpapers I have tried. Even the SIII animated wallpapers fits the Note II perfectly, but S4's animated wallpaper looks better!
