converting file formats?

i have winamp but dont see anywhere in it how to convert .mp3 file into a .qcp file...

any ideas on how i do this. im looking for a free program that is capable of doing this as i have a strong feeling that winamp cant do it....

ive got a samsung a620/vga1000 from sprint. yes, vision is enabled....
