View local files on my phone with the browser?

You know how on a PC (or even my psp, which is netfront as well), you can view local files? E.g. file://myfile.txt or C:/myfile.txt

Well, is there a way to do this on the a707? (Well I guess it applies to all phones) What I want to do is place a little .wml file so I can "download" and install my games (which would normally have to be uploaded and redownloaded somewhere, costing $$$)

It's a good idea, since samsung sucks my balls and makes it impossible to just drag the games in from PC studio or explorer.

anyway, has anyone figured this out? I keep trying different things, but I don't know how the phone structures the memory.
