u740, HoTTProxy, and Secondary IP Addresses

I have HoTTProxy set up and working perfectly with my SCH-u740. Just a question, I have my secondary IP and DNS set up to zaksenterprises. My HoTTProxy user name and password is the same as my zaks. If I shut down HoTTProxy, I was expecting my phone to use my secondary IP/DNS, but I just get a network failure. I can use Zaks set up as my primary without any problem.

My questions is what does the secondary IP/DNS do if not take over if the primary fails?
