Thanks for the info to get me started. Just like some, I have found that only qpst works with the Alltel Samsung Muse which I just bought last week. I followed the post by creyno (embedded post by defiancecp) and was able to get my mp3 to the phone via qpst. Use qpst with caution...
Here are the steps that worked for me after samsung
cdma driver and qpst installed (a few differences from creyno and defiancecp):
Start QPST Configuration.
Click on the Ports tab.
Click on the Add New Port... button.
Select COM port that shows USB and something like SURF6550-ZRF6500 (NAND8).
Click on the Active Phones tab.
With Phone SURF6550-ZRK6500 highlighted, click on Start Clients on the menu bar.
Under Start Clients, select EFS Explorer.
When the Phone Selection window pops up, click OK.
This will start QPST EFS Explorer.
In QPST EFS Explorer, with the filesystem showed on the left side, expand
brew folder.
Next expand the mod folder.
Highlight the 18067 folder.
On the right side of the explorer, right click on the mouse and select New... and then File.
The Write File to Phone window pops up.
Click Browse... to find your mp3 and then click OK.
Repeat the process of adding new files for any additional mp3.
Reboot the phone.
Back on EFS Explorer, right click on the MsInfo.db file and select Copy From Phone...
In the Copy File From Phone pop-up, pick your destination folder and click OK.
Under Windows Explorer, make a copy of the file and then open MsInfo.db with Wordpad.

Instead of changing the last number from 0 for each mp3 file to 5, it's 7.
Save the file.
Back on EFS Explorer, right click on the right side without any files selected, and click New, then File.
The Write File to Phone window pops up.
Check to make sure that the Overwrite Allowed is checked.
Click Browse... to find your MsInfo.db file and then click OK.
Close QPST EFS Explorer.
Unplug the USB cable from the computer.
Remove the USB cable from the phone.
Reboot the phone.
Once the phone starts back up, you will see the mp3 in Menus>Multimedia>My Sounds.
With each mp3 selected, under Options, select Set As. The choices are Ring Tone, Contact ID and Alert Tone.
I tried Ring Tone, and can't find it under My Ringtones. Selecting Contact ID does work. So essentially I am able to use the mp3 as ringtones for contacts, just not a ringtone you can select under Settings>Sound Settings>Ringer Type>Voice Calls. I have not tried setting it as Alert Tone yet.
If anybody has any success setting the mp3 as Ring Tone instead of through Contact ID, please let me know.
