samsung i9220 screen doesn't work

Hello I bought a samsung i9220 but when I turn it on, the screen touch doesn't work. is I have to change the OS (android) or change the screen?.

It's most likely not the Android operating system. That sounds like it is hardware wise, such as the touchscreen itself. If there is a physical key, such as a menu button, does that bring up a menu? Do you see the time changing, or is it completely frozen? If it's completely frozen, I'd suggest a factory reset. If it is responding from touching physical keys, and if the date and time is changing, it's most likely the touchscreen. You can purchase a new phone, take it to a repair center, or replace it yourself (if you'd like).
