Does it happen in a certain hour? Maybe during peak hours? Your modem driver might be faulty too. Try unplugging your usb cable from the computer then plugging it back in. If it still doesn't connect, restart your computer, connect your phone through the usb and try again. If after this and it still doesn't work, I suggest you update your driver and see if it resolves the problem. Try another computer to see if it does the same thing. If it does, you may want to contact your ISP. If you're able to connect, then problem is on the driver on your computer.
