Can you use Samsung Galaxy Rush without Service?

I wanted to buy the Samsung Galaxy Rush for Boost Mobile on Amazon and use it without service, just on wifi kind of like an iPod touch. Do I have to Activate it? Do I need a sim card? How do I set it up without activating it? Are there any cheaper options?

Prepaid phones do not require that you do anything with them since you're buying the phone outright. So yes, you can just buy it. You don't need a sim card.
