Its the optics...
You gotta remember that in photography one VITAL element is LIGHT (hence the flash on most cameras). The chip can only try to capture what it 'sees' - in the sbasence of light not much - hence the graining.
Plus the optics used on the V200 are not exactely 4 Mega Pixel - its a mobile phone with a camera and not a camera with a phone.
They corrected some of the experiences on the E700 where you can adjust via 'Night Mode' and the software 'adds' the missing light - but your objects have to stay completely still otherwise you get a non grany image with a lot of movement - basically blurred.
This comes from the fact that the camera adjust the shutter time from (say 60ths of a second to a 10th or even half a second).
Advantage : Shots in dark rooms possible
Disadvantage : If there is movement while the 'lens aperture' blurry image
