Internet Connection?

I have newly bought a new Siemen cellphone and i found out that it has the "Surf and Fun" link and it can connect to internet. When i tried to type a url, it will prompt "Internet connection is not enabled". How to connect enable internet connection in my cell?
What are the requirement to have an internet connection?
