I would like to have unlimited, full access internet to be used either on a smart phone or PDA. Right now I am looking at (Samsung Blackjack, 8525 or one of Sprint's future EVDO Rev A phones)
I want to be able to:
Tethering to a laptop
Unlimited Internet
Unobstructed Internet
Right now w/Cingular, I get different stories with how the data plans are either 19.99 or 34.99 or 39.99 or 44.99. NOBODY knows how much to charge. How much is it for sprint and do they allow tethering?

I unfortunately cannot help you with Cingular prices, even their web site is confusing to me as to what to charge for what.
I can however help with Sprint, theres is fairly straight-forward.
$39.99 for unobstructed, 40MB/month service, $0.001/kb overage charges (capped at $69.99/month).
$49.99 for unobstructed and unlimited service.
Both of these plans are known as Phone-As-Modem service and include internet on the handset.

Sprint has the faster data. I went to Cingular's website and you aren't kidding when you say it's a bit complicated! I checked up and down the list for Data Add-Ons and the only device it listed that allowed teethering was for Blackberrys (Blackberry Teethering is the name of the plan and it's $75/mo extra) Here's the page I was looking at:

EVDO is great for internet access, it's what I use for my desktop connection with a PCMCIA adapter and a Sprint air card. The connection is very good and pretty fast.
If you have a unlimited data plan on a phone you can use it as a modem, either with ir, bluetooth or a data cable. You aren't suppose to tether and if you are caught they may disable your data usage. The only time I ever heard of anyone getting caught was when using a lot of data. For Sprint it's an extra, iirc 34.99 and month if you have a voice plan. With Cingular I can't remember but the same applies.
If you want to try it all you have to do is connect your phone to the PC and install the drivers.
Then go to network connections and add a new dial up modem. Choose the phone as the modem.
The dial-up numbers are
Sprint is #777
Cingular(att) is *99#
Leave the user name and password blank or it won't work.

My suggestion to you is to use a Sprint S720 Merlin EVDO data card and they charge $59.99 for unlimited data. The Sprint network is faster than Verizon and Cingular/AT&T. These guys are atleast one to 2 yrs behind the speed.
There is nothing like unlimited plan with AT&T and Verizon. If you look at the fine print there is limit on the data usage.
I recommend you to buy a Blackberry 8830 from Sprint. The difference between this Blackberry and the Verizon Blackberry is Sprint Blackberry 8830 is both CDMA and GSm and it is Unlocked and you can use any GSM card around the world. With Verizon you cannot use it.
The montly plan is a minimum Voice plan of $39.99 per month and also the unlimited data plan with Blackberry and Internet service within USA is $49.99.
If you want the phone with International Data Plan then it is $69.99.

I would go with Cingular/ATT just to avoid dealing with Sprint. I have been with sprint for 5+ years and it has been very painful.
