im not sure if the subject is correctly stated, but my friend's dad works for cingular and they get all these phones frequently and he doesnt use them and my phone on TMo is bad...what do i need to do in order to use my TMo SIM in his Cingular phone? is that even allowed?

Yes, you just need to get the subsidy unlock code from Cingular and when you put your T-Mobile SIM card in the handset it will ask for the code. When you enter the code you will be able to use your phone. If your friend's dad works for Cingular he should be able to get the unlock code from them. Good luck!
