T-mobile coverage roaming for the Carolinas?!?!

Since I will be moving to Charleston, SC soon, I was looking at the T-Mobile coverage area for there, and I noticed that T-Mobile's coverage map for Charleston, SC is ALL 850Mhz roaming! Does this mean you pay roaming charges in the whole state of SC/NC with T-Mobile??? This just doesn't sound right. I hope I'm wrong, and that it is some kind of partnership deal with someone for coverage there.

Could someone elaborate on exactly what this is?

Thanks!
Chad
