I'm pretty sure it's once per billing cycle. But you can of course call 611 for free and they can confirm that for you.

* You may change each of your myFaves contact numbers only once per calendar month.
NOTE: You may change the contact name at anytime without restriction. This restriction applies only to myFaves contact number changes.
* Contact numbers must be 10 digits (1234567890).
* With the exception of Puerto Rico, international numbers are not allowed.
* Canadian or Mexican numbers are not allowed.
* Toll free (800) and premium (900) numbers are not allowed.
