Basically if I got a Blackberry Curve with the $45 smartphone addon plan with unlimited web and application usage, can I use application that use "a bit" of data, even if i don't use it very much?
and can I install applications an updates OTA if i got OS 4.5 when it is available?

Yes. you can use skype but you can't recieve calls cause you'll be charged LD for them. if you wanna recieve calls to your blackberry you gotta get SkypeOut credit and have a LD plan through Telus but all calls going Mobile to PC are free.
PC to mobile calls are routed to an access number to connect. so you need a LD plan and SkypeOut.

But if I'm on a cell do I really need Skype(in/out) for just Skype to Skype calls?

You don't need Skype Out for calls make calls. you just need SkypeOut if someone calls you on your mobile with Skype online
is your software for Skype Iskoot ?
Cause i use that and this is the way i have it outlined. and if you don't want to recieve calls you can set it to just make them and its free but having a LD plan so u don't get hit with LD charges is a must.
Unlimited $10 SkypeOut package is a good deal if you wanna recieve skype calls and you use it all the time.

Doesn't skype have a notification protocol to tell other skype applications, like the blackberry app, that there is a voip call coming through?
I mean, it doesn't make much sense to initiate a voip call over the voice service.

All skype applications are different, they aren't like the PC version programs
Plus you are charged if you are called from a skype user on a PC. you can check the Skype.com website to confirm this. its afew cents per minute through skype
mobile to Skype is free tho cause its going through the Skype network.
