actual meaning of: "Not sent to JACK"

Am in the UK on Orange.

I have set my Nokia 8310 to show delivery reports.

When I send an SMS to another Orange phone, I get an delivery report
which says: "Not sent to JACK".

(A) Does this report mean that the SMS will never get to Jack.
(Perhaps because Jack has disconnected his phone or something like
that). In other words the network will not try again to make the
delivery.

(B) Or does that report mean that my SMS can not be delivered at the
moment (maybe the destination handsetis out of range) and so the
network will try again later?
