All mobile providers charge for calls to 0800 numbers, except for some old
Orange contracts.
A few providers like Virgin allow free access to certain 0800 numbers, numbers
they list on their website.

Virgin and now Orange allow free access to certain Helpline and
Charity numbers.
Orange have just started charging for calls to 0800 numbers from the
1/12/05 on their contract phones.However a lot of existing customers
have managed to get a freephone bundle added to their accounts.
O2 are the only network that allow you to call them out of your
inclusive contract x-net minutes,and on payg inclusive/bolt on x net
minutes.

But you can call Pre-Dial's callthrough number on 020 0222 0700 to call
0800 numbers from inclusive minutes, or from PAYG phones at normal
landline rates.

That's an unusual number.
What can you dial if living in London? 02220700?
What numbers, other than 0800 can be called using this access #?

I am on your plan 200, new contract in November. They tried charging me for
0800 calls but I gave them a call and told them to either put the free 0800
pack on my line or cancel the contract under section 4.3 of their terms and
conditions. After a bit of them telling me that they couldn't do that they
eventually gave in.
A manager told me that the reason 0800 numbers were being charged was
because some customers were using 0800 calling card services which they used
to dial international calls. Apparently Orange are left to pick up the cost
of the International leg of the call. Said manager had just speaking to a
customer that had cost orange in excess of £20,000 pulling said scam!
I got my free 0800 pack so kept me gob shut. It is shocking what they will
say though.

Utter NONSENSE.
They get PAID for forwarding the call to the 0800 number and that' it.
What happens afterwards is none of their business.
They are just stifling competition and Ofcom and / or OFT should NOT stand
for it !

they are not stifling competition, if you don't like it you are free to
choose another mobile network, they're not preventing you.
On their network they are free to choose which numbers are charged and
which are free, when you invest billions building a network you will be
free to do the same.

Not really. There are no doubt many similar numbers (local part starting 0)
which are usually 'hidden' behind 0800/0845/0870 access, because they aren't
expected to be dialled in that form.

No, it's an example of national dialling format (ie local callers would need
to dial it in the longer form). ukphoneinfo.com describes it in this way:
02002 220700 London National Dialling
Codelook from the Magenta Systems site (magsys.co.uk) didn't mention it as
being 'national dialling' but gave various similar details. Peter M.

There was some concern when uk.telecom.mobile was first suggested that lots
of cross-posting would be done. Fortunately this doesn't happen often but
this topic is clearly not one needing to go in uk.telecom at all.

I can beleieve Orange being unhappy about such users 'avoiding' paying the
Orange rate for making the calls, and many might easily have saved hundreds
or thousands of pounds over a number of years by using calling card services
and I can accept Orange charging for 0800 calls, in many cases, so long as it
is no more than 10p/min but claiming Orange are "left to pick up the cost" on
these international calls seems a bit odd, unless someone has found a service
that charges in arrears, registers an Orange mobile number, makes use of that
service for as long as possible, and then simply throws the SIM away... I am
unable to think of any way that Orange would be sought for the cost of calls.
