This still does not explain why they are not allowed to be used out of
inclusive minutes on most contracts. Since they are not inclusive they
actually end up being more expensive than regular geographic numbers which
is crazy considering they get money for routing the calls. Ofcom should
have put a stop to that kind of crap.
Granted the predial number is a good work around but the vast majority of
mobile users are unaware of this and are simply getting screwed over by
being charged extra for calling 0800 numbers.
