Orange roaming: can only *receive* texts

A friend of mine occasionally roams on Orange with two separate PAYG
phones (a Samsung E330 and a Nokia 8310) each with its own PAYG SIM.
On both phones they can receive texts when roaming, but cannot send
them - despite having plenty of credit. This has happened in a number
of different countries.

I've advised them to try different local networks, but any other ideas?

WHat happens when they try and send?

My first instinct would tell me to check the SMS centre number is not
stored as 07973100973 instead of +447973100793. Makes no difference in
this country of course but will when out of the UK.
