    be the best (translates cheapest) for local and UK calls?

    USA T-mobile ok for Local calls but cost $1.50 per min to phone the UK

    You could probably use a local calling card access number though- or are
    they blocked by the mobile phone companies?

    Not when I've used them, but the 800 free access numbers do come out of
    your credit though.
