Vodaphone PAYG -- payment of GBP 15 ?

My wife is on Vodaphone PAYG. When she switched her phone on yesterday,
there was a text message saying she had to pay £15 by 1st February.
What's this all about?

I had the same thing today, I thought it was about Voda ceasing use of
Topup Cards, but there is nothing on the web site about it, all it says is
Voda no longer issue Topup cards, but they are still valid and may be used
so its not that.
May email them.
