    Is there any way to get Orange to provide a 3g usim on an account which
    doesn't have a 3g phone attached? I'm sim swapping, and Orange say it's not
    allowed

    I thought it's been said that anyone can buy a 3G USIM in an Orange shop
    and then manually port an existing number to it by moving it to Virgin (say)
    and then back onto the 3G USIM.

    And then how do you get the 3G PAYG converted to a contract account? I
    understand that's the difficult part.

    That is correct, but not if you're on contract. Your use of the word
    "account" suggests that you are on contract.
