It is "legal" as you call it if you tell the other party at the start of the
call - the same as companies do. It's usully to trap people into contracts
or agreements by asking a series of scripted questions, or trying to catch
someone off-guard with sales talk.
The phone doesn't have a function to do it, but some will.
A good idea is to have on the manufacturers website for technical
specifications.

It is also legal if you don't. The class licence that phones operate
under requires that one party to the call must know it is being
recorded.
So if you know, the other person doesn't have to, and vice versa.
This means that it is unlawful for an employer to secretly record
calls without telling employees or staff that it is happening.

It IS able to record calls - all SE phones I've had in recent years have
(T68, T630, K700, K750!) - just press the 'More' button when you're in a
call then select 'Record' (it's the last option in the list). The only
issue is that when you're recording you can't enter any DTMF tones, so
you can't use it to record an automated system until either you've
selected all the options you need to or you have a separate DTMF tone
generator (eg. PC program). It saves the recorded file in the sounds
folder (names it according to the name in your address book of the
person you called).
