Mori making random calls to mobile phones

Mori have been making random calls to mobile phones.

The calls come "from" 01313012940

They try all times of the day and evening.

A couple of days ago I also got a call from Mori (on my landline) who
have been commissioned by Sport England to carry out The Active People
Survey, see web site: http://www.activepeoplesurvey.com/about.asp

I told the lady who called that I was registered with the TPS but she
said that Market Research calls are exempt.

In fact on the Frequently Asked Questions part of their web site
http://www.activepeoplesurvey.com/faqpublic.asp#tps it states:

"My number is registered on the Telephone Preference Service (TPS), so
why was I called?

The Telephone Preference Service (TPS) is a list for people to register
their number, in order to stop receiving cold call sales contacts and
marketing calls. Anyone undertaking this kind of activity has to
purchase the TPS list and screen out all TPS numbers against their
target list. Market research is not this kind of activity and therefore
there is no requirement to screen research samples against the TPS."

I emailed TPS to confirm Market Research was exempt from TPS and their
reply was

"TPS does not cover Market Research calls as they are asking your
opinion rather than trying to sell you something"

I would simply say to them that people normally pay me for my opinion
and that is how I make my living. Ask them for an address for your
invoice. If they proceed they are committed to pay.

MORI does pay for more extended research, I took part in one on insurance
(about an hour) and was paid ££ (comparable to what I charge for my
professional opinions in IT).

Interesting that they're ignoring the TPS though - might have to drop a
line to the MRS about that. Not that it'll actually make much
difference, mind.

As others have pointed out, Mori is doing survey work and therefore the
TPS doesn't apply (but you'd think they wouldn't want to annoy people -
people who have asked for no cold calls). I did have a chat with
someone at MORI when I got one of these. They did in fairness make the
valid point that if they screen on the TPS, it will bias their sampling.
It seems the TPS is getting so heavily subscribed (stories elsewhere
on these ngs) that it might render the survey ineffective. I'm not
connected to anything survey-related, but I can understand their point -
and I'm the first one to drop any sales cold-callers in it with the ICO.
Having said that, I have had calls which have started out as "we're
doing a survey" and have very quickly turned into a sales pitch.

They're not. It doesn't apply in this case.

Knock yourself out, you're right though - it'll make no difference at all.

Exactly.

That's their problem. Their surveys will always be biased anyway - they will never
sample the opinions of people who don't see why they should give their time for free
giving market researchers information which they then sell for profit.

At least sales cold callers don't waste much of your time. "Good evening sir, I
wonder if you'd be interest in double glazing?" ... "No - bye". Maybe 20 seconds.

I was once stupid enough to take part in a telephone market research interview - took
about 20 mins IIRC! Never again...unless they pay me.

If they have no cause to screen their call lists against the TPS then
how would they know they were calling a TPS registered number?

I once stupidly answered some questions for mori, not by phone, but the
questions were so biased they will never get an un-biased answer.

The ones which stick in my mind were about going to the pub

Do you go to a local pub?
Easy one, answer yes.

Does your local pub sell a good range of lagers?
My answer, "I don't drink lager, I don't care, I drink real-ale, lagers are all
the same".
Mori "Put that down as a don't know".

Does your local pub serve a good range of food.
My answer, "It doesn't sell food, if it did I would go to a different pub".
Mori "Put that down as a no".

If I was MORI, I'd want a willing respondent. If MORI ring up someone
who's registered a wish not to be cold-called, they're not going to be a
willing respondent - and MORI could save themselves some time and money.
The TPS (and equivalent lists) is available to purchase by anyone that
wants to (I believe). It's not obligatory for MORI to cleanse against
the TPS, but there's a lot to be said for courtesy.

That's not necessarily the case. I don't want sales calls - and am TPS
registered - but am happy to take part in occassional surveys.

Yes, there should be a mechanism to opt out of survey calls, but the TPS
isn't it.
