"unlocked to work on any network" does not mean "unlocked to work on any
frequency".
Network locks are software locks which restrict the handset to a
particular network provider (who incidentally, could be on 900 and
1800MHz if they've got the licenses). Being software locks, they can be
removed (the ease of this varies between handsets). Being network
unlocked would allow the handset to work with Orange, T-Mobile,
Vodafone, O2, and any other network around the world. The phone must
still be designed for the frequency of the network operator though.
If Nokia says the phone can only work on 900MHz, then network unlocking
the handset will not magically add a 1800MHz transmitter into it.
