According to the customer services I spoke to, no this is not possible
because apparently Oftel requires them to provide a Premium Text Service to
all subscribers.

OFTEL?
It would be in the best interest of customers for the regulator to
require mobile companies to offer free premium rate message barring to
all customers.
T-Mobile used to offer premium rate message barring from their web site,
but that option seems to have disappeared now. Previously I had a
T-Mobile contract, and I'm on one of their PAYG tariffs now, so that may
be the difference.

Well that is clearly wrong since there is no such thing as Oftel. Tell
CS to get re-educated.

There are a bunch of options on "My T-mobile" which I can't find any
explanantion for. One of them is "Charge to account bar" anyone know if
that is the same thing?
