I have to call a business in the States which accepts international
reverse charge collect calls. Is there a way to do this with Orange
(contract)?

No. Unless you can use 0800 REVERSE?

Any network off-peak 1000. So off-peak is no problem via Pre-dial. But I
can't use 0800 numbers on-peak without a surcharge.

Then I am stuck. Sorry mate.
Thought of moving to a OVP of a T-Mobile off peak everyone plan? They charge
for 0800 at 10p/min peak time......

How do they actually accept the calls? Is there an access number or web
trigger that calls you back, or do you just mean their switchboard will
assent if asked by an operator?
In the last case I can't suggest anything, but if they have a
call-me-back button on their website, where you enter your number, then
you might experiment with saving a stripped down version of this as a
wap bookmark on your phone. While on your PC, press the button so you
get the dialogue box. Either use the url of this, or if the url then
changes when you fill in your number, save this address and no filling
in of your number will be required, just a momentary touch of the
address in the wap browser.

Via a recording that says "this number accepts all collect calls"
immediately upon answering.
